The scope of operations that fall under the remit of HR are an indicator of the breadth of influence and control HR have over the total Employee Experience.

Services such as Training, Health & Safety, Site Facilities all have a significant effect on the day-to-day and long-term impact of the work environment within the organisation and some HR Functions look to manage these as part of a holistic Employee Experience approach.

From a different angle the degree to which HR control pay reviews and, perhaps, payroll can also be indicative of the role HR plays within the organisation.

Progression

The scope of the HR Function will depend on its mission wihtin the organisation. Broadly speaking, the greater the importance of retaining high-quality people within the organistaion, the greater the case for HR managing the overall Employee Experience. Further, there may be other stakeholder groups (ex Employees, Investors, Pensioners, even Customers) that are increasingly important to the People Agenda and the most progressive organisations in this area are broadening the remit of the Chief People Officer to join the dots across all these groups. However, by no means all organisations need to move towards such a holistic people agenda, this is very much about ensuring the quality of the HR Function is not held back by not having control of resources that are key to its service delivery. Nor the opposite whereby HR Leadership focus is diluted on matters that could better be addressed elsewhere.
